This error occurs when FusionReactor runs on a server, without Administrative privileges.

When the server runs under a dedicated user account manual interaction is required so the server can (recursively) write to the FusionReactor directory and is able to read and write (at least once) to the registry

[HKEY_LOCAL_MACHINESOFTWAREJavaSoftPrefscomintergralfusionreactorlicenseenterprise]

This is the place where the license gets installed to. To fix this you have to set the appropriate rights and afterwards go to Enterprise Dashboard->Manage Servers and check all the listed servers. If a server reports 'Bad Password' just use the 'Edit Server' button and reenter the correct value which should then be stored properly.

Depending on the version of Windows, use either 'regedit' (Windows XP) or regedt32 (Windows 2000) to change the permissions of the [HKEY_LOCAL_MACHINESOFTWAREJavaSoftPrefs folder.

In regedit you're required to highlight the key above, then select 'Permissions' from the context menu. In the upcoming dialog you can add the user (the one that runs the CF server) that should have (recursive) write and read access.

In regedt32 you also have to select the key but then choose from the regular menu Security->Permissions to add the user.
